Anatoly Aksakov was born on November 28, 1957 in the village Ermolaevo of Kumertausky district in Bashkir Autonomous Soviet Socialist Republic. In 1965 he began to study in the secondary school of the village of Shah-Tau.
In 1968 he moved to the Crimea with his parents due to the illness of mother by the advice of the doctors.
In 1975 he graduated from secondary school of the Vilino village in Bakhchisaraysky district of the Crimean region. For two years he worked in production (as a mechanic in the Crimean state farm POH "Magarach" and as a worker at the Kiev Chemical and Pharmaceutical Plant).
In 1983 he graduated from the Lomonosov Moscow State University, in 1986 - postgraduate study at the faculty of economics of the Lomonosov Moscow State University. Ph.D. in economics, associate professor. In 2005 he graduated from the Diplomatic academy of the Ministry of foreign affairs of the Russian Federation. He has published over a hundred papers on the problems of economic and social development of the Chuvash Republic and the Russian Federation. Honored Economist of the Chuvash Republic.
Since 1986 he worked as a lecturer at Chuvash State University, associate professor of the chair of economics theory and market economy. In 1994-1997 - he was a Deputy director of Institute of economics, finance and law (Cheboksary). In 1995-1997 supervised cheboksary branches of moscow commercial banks. He was elected to the State Council of the Chuvash Republic.
In 1997-2000 - deputy chairman of the Cabinet of ministers - minister of economy of the Chuvash Republic. Under the supervision of Anatoly Aksakov there were developed following programs: the program of transition of the Chuvash Republic to market relations, the Anti-crisis program of 1998 and the program of Chuvashia social and economic development for 1998-2003. He developed and implemented criteria for evaluating the work of the heads of districts and cities of Chuvashia (KPI). He stood at the origin of introducing mortgage lending to the population of Chuvashia, various mechanisms to stimulate housing construction in the region, support small and medium-sized businesses and modernize large industries.
1999-2003 - deputy of the State Duma of the third convocation (elected in the single-mandate Cheboksary district), deputy chairman of the Committee on economic policy and entrepreneurship.
2003-2007 - deputy of the State Duma of the fourth convocation (elected in the single-mandate Cheboksary district), deputy chairman of the Committee on credit organizations and financial markets.
2007-2011 - deputy of the State Duma of the fifth convocation (elected according to the lists of the political party "Fair Russia"), deputy chairman of the Committee on credit organizations and financial markets.
2011-2016 - deputy of the State Duma of the sixth convocation (elected according to the lists of the political party "Fair Russia"), until april 2015 held the position of deputy chairman of the Committee on the financial market, in april 2015 elected as a chairman of the Committee on economic policy, innovative development and entrepreneurship.
Since october 2016 - deputy of the State Duma of the seventh convocation (elected from the Kanashsky electoral district in the Chuvash Republic), chairman of the Committee of the State Duma of the Russian Federation on the financial market.
2002-2009 - member of the National banking board of the Central bank of the Russian Federation (according to the quota of the State Duma of the Russian Federation).
Since 2016 to the present moment - is a member of the National financial council of the Central bank of the Russian Federation (according to the quota of the State Duma of the Russian Federation).
During the period of his activity, he has initiated dozens of bills aimed for solving the country's socio-economic problems. Of these, more than one hundred laws were passed by the State Duma and signed by the President of the Russian Federation. By the initiative of Anatoly Aksakov was organized and held dozens of parliamentary hearings and round tables, including the topics of protecting the rights of citizens, clients of financial institutions, the country's socio-economic development, ensuring its economic security, encouraging investment in the economy, housing development, formation and development of modern financial market in Russia, support and development of import substitution, etc.
